35 year old bachelor Jehan and his partner in crime Priyantha try to exploit the loopholes in the law in order to make a living.Koombiyo tells the story of Jehan Fernando, who has neither family nor home and lives alone in an abandoned building complex in Colombo. He accidentally meets Hiruni and Priyantha Mahaulpathagama in a public bus when Priyantha is coming to Colombo on his search for a job. Jehan convinces Priyantha to abandon the job he is going for and join Jehan's company Purchasing Lanka instead, which delivers retail items to customers claiming they are from supermarkets when in reality they are bought from the local flea markets. Priyantha starts living with Jehan while being a partner in his business and they quickly become good friends.

Jehan, "the innocent robber" turns out to be a mastermind connected with a local thug, Austin. He hands over a job to him to steal a luxury car. The magazine business is lost due to a clash between sellers and a bus conductor.
Jehan executes his mastermind plan to steal the car. It works out perfectly. Jehan decides to visit Priyantha's village until the situation cools back to normal in the town.
Jehan and Priyantha travel to "Mahaulpathagama" with newly bought clothes and gifts for family members. Priyantha meets his crush in the village, "Sudu Nangi".
Jehan and Priyantha come Back to Colombo from Mahaulpathagama when Jehan receives a mysterious call from a past friend about an issue with her family
A secretary of high powered official comes to visit Jehan with a new problem. In the meantime, Anjana, Jehan's Old friend, and Priyantha make a plan to set Jehan up with a girl.
Jehan prepares for his next plan against a media personnel. But the secreatary is unwilling to corporate with Jehan and his tactics in this plan.
Jehan and Priyantha go ahead with their plan for Mr. Padmakumara, the journalist. In the meantime, love between Jehan and Hiruni continues to grow.
Jehan continues his plan agains Padmakumara with the help of a new adversary. Jehan goes to meet with Adhikari, the secretary of Maldeniya, to discuss about the plan. Adhikari doubts Jenhan's plan against Padmakumara. Frustrated Jehan leaves angrily and complains to Austin and Tiran about Adhikari

Adhikari is ecstatic about Jehan's game against journalist Padmakumara. After the end of another master plan, Jehan decides to prank on Priyantha.
Jehan meets Hiruni after a while but immediately gets into trouble.

Jehan meets with Austin and Tiran to inform about his encounter with ASP Abeysekara. Meanwhile Jehan prepes Priyantha for his first day at the new job at Shakya Holdings
