In the near future, Norway is occupied by Russia on behalf of the European Union, due to the fact that the newly elected environmental friendly Norwegian government has stopped the all-important oil- and gas-production in the North Sea.
Новий прем’єр-міністр Норвегії Єспер Берґ вирішує припинити видобуток нафти й газу. Стурбовані наслідками лідери ЄС звертаються по допомогу до Росії, представники якої викрадають Берґа і ставлять його перед фактом своєї «гібридної» окупації Норвегії, погрожуючи почати повномасштабну війну.
Посол Росії в Норвегії без запрошення прибуває на військовий парад, де на неї намагається здійснити замах молодий гвардієць. Охоронець прем’єра Дюпвік рятує посла Сідорову, однак винного – громадянина Норвегії і військовослужбовця Королівської армії – викрадають спецслужби Росії. Замість займатися спротивом окупантів прем’єр-міністр Берґ тягне час, насолоджуючись доглядом за новонародженим сином. Тим часом вже серед простого населення починає наростати спротив окупантам, а невідомі патріоти зважуються на перший теракт.
Уся Норвегія готується до запланованого завершення окупації. Водночас у Берґа наростають проблеми в партії, а Андерсен лишається без роботи. Проте опір наростає і готується до більших терактів проти окупантів.
Протести проти окупантів вихлюпуються на вулиці. Серед норвежців починають виділяти і цькувати тих, кому байдужа «гібридна» окупація власної країни. Служба безпеки Норвегії починає масовий розшук терористів з руху опору, в тому числі їхнього можливого лідера.
Прем’єр-міністр Берґ дедалі більше заплутується в тенетах, якими його обплітають ЄС та Росія. Тим часом зі співпраці шефа СБН та колишнього керівника гвардії зароджується справжній воєнізований Рух Опору.
