Kimichika Kazama is an instructor at a police academy. He is keenly observant and watches over his students. He is calm as an instructor and has charisma, but strict. They feel pressure having to follow the strict rules and have anxiety about getting kicked out of the academy. How many students will graduate among the 90 students? Kazama Kimichika is a calm yet strict instructor at a police academy. He watches over his students from various backgrounds that joins the academy with their own reasons. How will he deal with them?
Because of Uematsu Sadayuki's absence due to sickness, Kazama Kimichika assumes his responsibilities as an instructor in the police academy. From Hirata Kazumichi to Kusumoto Shinobu, he watches his students closely and handles things in a unique way.
As Kazama continues to watch his students closely, secrets are uncovered. Many students also withdraws from the academy. Meanwhile, Tsuzuki is investigating Kazama's past. The students are given a final assessment, which will determine if they could graduate from the academy.

Ishigami Shiho is a returning student from last year, after suddenly taking leave from the academy around the same time a serious accident happened. Kazama Kimichika observes that Shiho appears to be suffering from emotional trauma and forces her to face her fear. As the 200th Short Term Course closes to an end, Kazama Kimichika forces his students to face themselves and their past mistakes, instead of avoiding them. He is determined to make sure his students know what it means to be good police officers that can protect the citizens.
